(3) For reference collections, the library management may stipulate special conditions for short-term loans, e.g. overnight or over the weekend.
(4) The issue of frequently requested items may be restricted to the reading room.
(5) The library is entitled to limit the number of individual orders and the number of volumes borrowed at the same time.
(6) In the case of works that are not suitable for unrestricted use, borrowing may be made dependent on proof of a scientific or professional purpose.
(7) As a rule, the user must receive the requested works in person at the circulation desk. As a rule, users must present works taken from the open stacks in person at the circulation desk.
(8) The borrowing process is completed when the item is checked out and handed over to the user. The borrower is liable for the work from this point until it is returned, even if he or she cannot be proven to be at fault.
(9) Ordered and reserved works are generally not kept available for longer than ten days.
(10) The library is entitled but not obliged to hand out the works to any person who shows the corresponding user card.
(11) Borrowed items may not be passed on to third parties.
19 Borrowing process with electronic booking
(1) Borrowing is carried out by means of the user card at the library's booking desks. The automatic recording of the borrowing process is deemed to be proof that the work has been handed over.
(2) Self-service may be permitted for certain procedures at the terminals designated for this purpose. This applies in particular to
a) book requests (title, loan status),
b) orders,
c) renewals of the loan period,
d) reservations,
e) overview of the loan, fee and cost account,
f) loan bookings.
(3) In the case of automatic loan booking, the loan slip can be omitted. If the order is placed electronically, the user number and password must be entered. The user is liable for any misuse. The replacement of a forgotten password is subject to a charge.
20 Borrowing procedure with conventional booking
(1) For each requested item, a loan slip must be completed in full in clearly legible writing and handed in. The order form marked with an issue mark serves as proof that the work has been issued.
(2) Each loan form must bear the handwritten signature of the person placing the order or an authorized representative. Orders from legal entities, authorities and companies must be accompanied by the official or company stamp. For legal entities, authorities and companies, proof of authorization to borrow items must be provided. The library may request proof of the authorized signatory and the deposit of specimen signatures of the authorized signatories.
(3) When placing an order, the location number (call number) of the requested work must be stated.
(4) If an ordered work is not available, loaned or cannot be loaned, the order form will be returned to the customer at the lending desk with a corresponding note.
21 Loan periods, extensions, reclaims
(1) The loan period is generally 28 days. The library may set a different period according to the requirements of the user service.
(2) The loan period may be extended upon request if the item is not required by another party and the borrower has fulfilled his or her obligations to the library. Extensions may be excluded depending on the requirements of the user service. Applications for extensions must be submitted before the end of the loan period.
(3) The library sets a limit on the number of loan period extensions. When extending the loan period, the library may request that the borrowed item be presented. An extension beyond the period of validity of the authorization for use will not be granted.
(4) The library may reclaim a work before the loan period has expired if it is required for official purposes. It may order a general return of all works for the purpose of a revision.
(5) When lending works that are required for research purposes over a longer period of time, the library may extend the loan period several times without a special request, provided there are no reservations to the contrary.
22 Returning items
Items must be returned to the library before the end of the loan period. Return receipts will be issued by the library on request. Receipts produced with the aid of electronic data processing are valid without a signature.
23 Reminders
(1) Anyone who exceeds the loan period without having applied for an extension in good time will be sent a written reminder setting a deadline. If the borrower does not comply with this reminder in due time, a second reminder will be issued. If the return deadline set in the second reminder is not met, a third reminder will be issued, setting a deadline of 14 days and requiring proof of delivery. The library shall also point out the legal consequences of non-compliance with the deadline (paragraph 5).
(2) The reminder fee is incurred when the reminder is issued.
(3) Reminders to return items shall be deemed to have been delivered three days after posting. They shall also be deemed to have been delivered if they were sent to the last address notified by the borrower and were returned as undeliverable.
(4) As long as the borrower does not comply with the request to return the item or does not pay the fees owed, the library may stop lending further items to the borrower and refuse to extend the loan period.
(5) If the borrowed work is not returned within 14 days of the third reminder or a corresponding letter (paragraph 6), the library may
a) have the book collected from the user's home,
b) procure a replacement or demand compensation,
c) use means of administrative enforcement.
(6) The library may dispense with reminders and instead collect late fees for the late return of items. If the user does not return borrowed items after the loan period has expired within a period set by the library, a further period of 14 days will be set against proof of delivery. Attention is drawn to the legal consequences of failure to comply with this deadline (paragraph 5).
24 Reservations
(1) Loaned items may be reserved for borrowing or for use in the reading room.
(2) The library may limit the number of reservations to the same book and the number of reservations per user.
V. Lending
25 Interlibrary loan
(1) Works that are not available locally can be ordered from an external library through the library by means of regional, German or international interlibrary loan. Loans are made in accordance with the provisions of the applicable interlibrary loan regulations, international agreements and the special conditions of the lending library.
(2) As a rule, interlibrary loan requests must be submitted in person. Orders and related requests, such as requests for deadline extensions or exceptions, must be submitted via the lending library. Requests for deadline extensions should be limited to exceptional cases.
26 Interlibrary loan
The library makes its holdings available to external interlibrary loans in accordance with the provisions of the applicable interlibrary loan regulations.
VI Other provisions
27 Exclusion from use
(1) If a user seriously or repeatedly violates the provisions of the user regulations or if the continuation of a user relationship has otherwise become unreasonable due to the occurrence of special circumstances, the library may exclude the user temporarily or permanently, even partially, from using the library. In the case of room use by means of a reservation system (Section 17 b), in the case of sentence 1, an exclusion of reservation is also associated with this. In all other respects, the provisions on the exclusion of reservations as set out in the Annex shall also apply to rooms that can be used by means of an occupancy system. All obligations arising from the usage relationship shall remain in force after the exclusion. The possibility of issuing a house ban in addition to the exclusion of use or reservation remains unaffected.
(2) In the case of particularly serious violations, the library is entitled to inform other libraries of the exclusion and the reasons for it. Prosecution under criminal law remains reserved.

Annex 1 to Section 17 b of the User Regulations of the Göttingen State and University Library (SUB Göttingen)
Section I. General provisions
§ Section 1 Principles, prohibition of transfer
(1) The SUB Göttingen provides rooms for short-term and long-term bookings in the SUB Göttingen, including their equipment (collectively: rooms) and lockers, free of charge and on a temporary basis to the respective authorized users. Short-term bookings are possible for a period of use of at least 15 minutes, long-term bookings for a period of use of at least one calendar week and lockers for a period of use of at least one day. Corresponding rooms and lockers are provided for the respective booking category according to sentence 1, which are reserved for the respective authorized users within the framework of the following provisions.
(2) A booking system is used for short-term and long-term bookings of rooms and lockers, which enables the widest possible use and takes into account the needs of the authorized users for predictability of the offer and transparency of the allocation.
(3) In the reservation system, the usage data is deleted 40 days after the reservation date has expired. The user data shall be deleted 13 months after the end of exmatriculation or employment or after the last reservation or use.
(4) Authorized users are responsible for using the occupancy system, including a personal reservation account, with which the time of reservations and the room category or locker as well as the possibility of extensions, cancellations and shared use are managed electronically.
(5) The transfer of one's own user identity to enable the use of rooms and lockers by other persons, in particular the transfer of the student ID card with a stored user authorization to other persons, is prohibited.
(6) Employees or persons authorized by them are responsible for cancelling reservation points or days as part of ensuring proper operation, provided that the authorized user is not responsible for this. Reservations can be canceled by the respective authorized user at any time; sections II to IV must be observed.
§ Section 2 Reservation
(1) Authorized users must reserve a specific room category or locker. The reservation is made independently in the reservation system via the student portal "eCampus". In deviation from sentence 2, the SUB Göttingen defines separate reservation procedures for authorized users who do not have access to eCampus (e.g. guests, doctoral candidates who are not enrolled). There is no separate confirmation of the reservation. The specific allocation of the room for short-term bookings or the locker is made at the time of registration depending on the rooms or lockers available at that time; in the case of rooms, another room category of at least equal value can be allocated if necessary. The specific allocation of the room for long-term bookings is made once for the entire duration during the reservation process, depending on the rooms then available.
(2) In the case of short-term bookings, the authorized user who made the reservation may invite other authorized users to participate in the reservation after reserving a room with more than one workstation. For this purpose, the e-mail addresses assigned by the university to the authorized users who are to be invited to participate in a reservation must be provided. The authorized user who has made the reservation must indicate whether the reservation points for the reservation are to be allocated exclusively to him or her or to all users in equal shares. If the reservation points are split, this procedure requires the consent of the users concerned. Participation or allocation shall only take place if the consent of the respective participant has been obtained. Participation and splitting cannot be carried out at the terminals.
(3) In the case of long-term bookings, doctoral candidates may invite another doctoral candidate following the long-term reservation using the e-mail address provided by the University. In doing so, the doctoral candidates must specify whether the days of use are to be taken on alone or shared for the joint reservation period. Sharing is only possible with the consent of the invited doctoral candidates.
§ 3 Special user groups
(1) In order to compensate for disadvantages for authorized users with disabilities, in particular persons with restricted mobility who can provide evidence of a corresponding usage characteristic, compensatory provisions may be made, for example the dedication of rooms primarily for these users.
(2) The employees or the persons commissioned by them shall be responsible for checking whether the requirements for use in accordance with paragraph 1 are met and for making the necessary adjustments as part of ensuring proper operation.
(3) In order to compensate for the disadvantages of students with children who can provide evidence of their personal care and who are entitled to use the premises, separate provisions may be made in accordance with Annex 2, for example the dedication of rooms.
§ 4 Exclusion of reservation
(1) Authorized users who violate these provisions may be temporarily or, in the event of repeated or serious disruption, permanently excluded from making a reservation (exclusion from reservation).
(2) In the following cases, the duration of the exclusion from reservation shall be two weeks:
a) Violation of § 1 para. 5,
b) failure to release or cancel the use of a room despite a request to do so after the reserved time has expired.
In the event of recurrence, a longer or permanent exclusion from reservation may be issued in accordance with sentence 1.
(3) In the event of an exclusion from reservation in accordance with paragraphs 1 and 2, all reservations made by the excluded authorized user and participation in reservations made by third parties shall be deleted for the period of the exclusion.
Section II. Short-term bookings
§ Section 5 Authorized users for short-term bookings
(1) Students enrolled on an undergraduate degree course or a consecutive Master's degree course at the University are primarily entitled to use the rooms for short-term bookings for the purpose of independent study.
(2) Other students enrolled at the University (e.g. doctoral students) and accepted doctoral students have a secondary right of use.
§ Section 6 Reservation points and reservation account
(1) Depending on the extent of the usage period and the desired scope of use or furnishing requirements, reservation points are booked to the reservation account of the respective user at the time of reservation in accordance with Annex 2. If a room is used beyond the end of the reserved period or if the user does not log out, the same number of reservation points shall be booked to the reservation account for the additional time until the room is released as for a reservation for this period.
(2) A limit value or several limit values for the reservation points of a user are defined in Annex 2, up to which the reservation is possible in advance for the period allocated there. As long as the sum of the reservation points exceeds a limit value, the user can only make a reservation in advance for the next shorter period. A reservation for the current day of use is possible regardless of the number of reservation points a user has.
§ 7 Logging on and off, interruption
(1) At the beginning of each use, the user must register at one of the terminals located in the SUB Göttingen and a time-limited locking authorization for a room will be written on the user's student ID card.
(2) During the reservation period, the reserved room can be left without the time-limited locking authorization expiring, provided that no logout is made at the terminal; no reservation points will be deleted.
(3) If the use of a room is terminated, all users must sign out at the terminals independently.
§ 8 Cancellation, expiry and extension of a reservation
(1) In the event of cancellation, the reservation points shall be deleted in whole or in part depending on the time of cancellation in accordance with Annex 2.
(2) If the reservation is not made within the period specified in Appendix 2, the reservation is automatically canceled in the booking system.
(3) Provided there are no other reservations to the contrary and the limit of reservation points has not been or will not be exceeded, the user may change a reservation prior to registration or extend it during use.
Further details are set out in Appendix 2.
Section III Long-term bookings
§ Section 9 Authorized users for long-term bookings
(1) Those entitled to use the rooms for long-term bookings are primarily doctoral candidates accepted at the University of Göttingen (hereinafter: doctoral candidates) for the purpose of their doctorate.
(2) Researchers from other research institutions are entitled to use the rooms on a subordinate basis at the request of the management of the inviting institution of the University of Göttingen (hereinafter: guests).
(3) Rooms for long-term bookings that are available in the current calendar week (Monday to Sunday) are made available for short-term bookings to doctoral candidates and students enrolled in an undergraduate degree program or consecutive Master's degree program at the University of Göttingen for the purpose of doctoral studies or independent study; the provisions of Section II, § 6 to 8 apply.
§ 10 Days of use and reservation account
(1) Depending on the period of use, the number of days of use shall be written to the reservation account of the authorized user at the time of reservation in accordance with Annex 3.
(2) A limit value of days of use is specified in Annex 3, up to which the authorized users can make long-term bookings in advance within the period specified therein. As long as the total number of days of use exceeds this limit, the user may not make any further reservations.
§ 11 Registration and deregistration
(1) The use of rooms for long-term bookings requires daily registration at one of the terminals located in the SUB Göttingen. Deregistration is only required in the case of § 12 paragraph 4.
(2) Upon registration, the authorized user will receive a locking authorization for the current day of use on the student ID card.
(3) Guests receive a guest user card with the corresponding reservation when they make their reservation. Guests shall be signed out by employees or authorized persons; this also applies in the event of early termination.
§ 12 Cancellation and modification of a reservation
(1) Changes (extension, shortening, invitation of further authorized users) by authorized users are possible before and after the start of the reservation. In the event of cancellation, the days of use shall be deleted in whole or in part depending on the time of cancellation in accordance with Annex 3. For guests, changes are made by employees or authorized persons.
(2) If the authorized user does not register in accordance with § 12 at the beginning of the reservation period, the reservation shall be automatically cancelled in the occupancy system after a period specified in Annex 3 has expired. Paragraph 3 sentence 2 applies accordingly.
(3) If the room is not used during the reservation period within the period specified in Annex 3, the remaining reservation shall be canceled by the employees or by the authorized persons. In the event of a cancellation, the days of use shall be deleted in accordance with Annex 3.

Section IV. Booking of lockers
§ Section 13 Authorized users for the booking of lockers
(1) Students enrolled on an undergraduate degree course or a consecutive Master's degree course at the University are primarily entitled to use lockers for the purpose of independent study.
(2) Other students enrolled at the University (e.g. doctoral students) and accepted doctoral students have a secondary right of use.
§ 14 Reservation points and reservation account
(1) Depending on the duration of use, reservation points are booked to the reservation account of the respective user at the time of reservation in accordance with Annex 4. If a locker is used beyond the end of the reserved period or if it is not logged out, the same number of reservation points will be booked to the reservation account for the additional time until the locker is released as for a reservation for this period.
(2) A limit value or several limit values for the reservation points of a user are defined in Annex 4, up to which the reservation is possible in advance for the period allocated there. As long as the sum of the reservation points exceeds a limit value, the user can only make a reservation in advance for the next shorter period. A reservation for the current day of use is possible regardless of the number of reservation points a user has.
(3) Lockers can only be reserved for full days.
§ 15 Dealing with lockers
(1) If a malfunction of the lock mechanism occurs when using a locker, the employees of the SUB Göttingen must be informed immediately. Unauthorized tampering is not permitted. The user is liable for any damage to the lockers caused by improper or unauthorized use.
(2) In order to enable as many students as possible to use a locker, it is not permitted to reserve more than one locker at a time. The use of a locker overnight on the basis of a reservation lasting several days is permitted.
(3) If a student ID card with a written authorization of use is lost, the opening of the reserved locker can be requested at the service desks of the SUB Göttingen. The applicant must present a valid identity card or passport or official photo ID and state the contents of the locker. The contents found in the opened locker must be recorded. The items will only be handed over against the signing of an acknowledgement of receipt.
(4) Anyone using a locker agrees that it may be opened and cleared by the University if the period of use is exceeded by 24 hours or in the event of other unauthorized use, without the need for an explicit request to clear the locker or prior notification. The removed items will be treated as lost property. Perishable items, in particular food and the contents of bottles, will be disposed of immediately without entitlement to reimbursement. All non-perishable items will be kept in the SUB Göttingen for four weeks. Valuables (keys, wallets, glasses, cell phones, identity papers and similar items) will be handed over to the lost and found office of the City of Göttingen after the four weeks.
